Mexico's Coalición Ciudadana por la Educación (Citizens' Coalition for Education) demands federal and state governments to take the following actions as the initial steps for the transformation of education in the country:

1. Changing the rules: Reformulation of the decrees, circulars and regulations, as well as the rules and "unwritten" agreements that allow the intrusion of the union leadership in educational policy and that grant them with veto and bargaining power over the strategies, programs and education initiatives. Instead, we want new regulations with responsible authorities, transparency, citizens' participation and respect for the professional development of the teachers and to all their labor rights. In particular, we demand the repeal of the "Decreto de las Condiciones Generales de Trabajo, 1946" (Decree of  General Working Conditions, 1946), the rules of hierarchy and joint committees and similar provisions that support the corporate agreement. 

2. To promote teachers’ professionalization, creating a true educational career professional service based on performance and ability, that recognizes teachers, principals and supervisors as public servants, encourages their social recognition and guarantees their rights. To establish a professional service to ensure: ·the hiring, training, promotion, incentives and retention of all educational personnel based on objective, general, public evaluations, supervised by civil agencies and audited by the supervisory bodies. ·The appointment and promotion of all supervisors, directors and teachers by open public tender, without interference from the union leadership and evaluated only by the professional merit of each teacher. · The use of evaluation to generate support and training facilities to promote continuous professional development of teachers and strengthening their initial and continuing training.  The elimination of all provisions that allow the union to control joint committees, teaching career, number of vacancies,  allocation of contracts, management of the hierarchy and any other measure affecting the right of teachers to receive the promotions and incentives that they deserve.  The respect for all the labor rights of workers in the education sector, including their association and union representation. · The ban of the commercialization and heritage practices of job vacancies within the educational system. The creation of mechanisms of transparency, access to information and social participation in joint committees. 

3. Transparency in the resources managed by the top of the SNTE teachers' union and reduction of SNTE union's commissioners: Make public all expenditures and direct and indirect transfers of public resources to the union's leadership, including contributions to trusts, housing agencies and in general, any public resource that covers benefits for workers in the education sector. Additionally, to reduce the "paid commissions" in the entire education system only to persons directly holding formal and statutory positions of the teachers' union branches and of the national executive committee of the Union. 

4. Citizen participation and oversight in education. Ensure civil society participation in an organized manner in the task of improving educational quality and in the monitoring of the regulatory requirements that ensure new rules of accountability, transparency and professional career service.
